Minutes taken by the Parish Clerk, Mrs Deborah Money, at the Parish Council Meeting of Old Bolingbroke with Hareby Parish Council, held on Thursday 19 March 2026 at 7pm in Ramsden Village Hall
Present: Councillors Pam Powell (Chair), David Makins, Caroline Wills-Wright, Isobel Godsell and Tony Deal
Also Present: The Clerk Deborah Money and County Councillor Roberts.
No Members of the public present.
79. Chair’s Welcome
Cllr Powell welcomed everyone to the meeting.

As County Councillor Roberts was required at another meeting, it was agreed to reorder items 82 and 83.
82. To receive and approve the draft notes of the meeting held on 15th January 2026.
It was resolved to accept the minutes as a correct record, and the Chair was authorised to sign them.
83. To receive reports from the County and District councillors.
County Councillor Roberts discussed Highways issues, which included the collapsing dyke on Hagnaby Hill. He also advised the council of a new grant that is available to all of Lincolnshire County Councillors.
District Councillor Grover was not present.

87. Village Matters
a) To receive any update on highway matters
This was discussed during item 83.
b) Black Horse Shipping Container
Parish Council have received no update on the enforcement notice given for the shipping container. The Clerk will contact East Lindsey District Council for an update.
c) Plants and Hanging Baskets
It was agreed that the parish council would contribute £250 towards the plants this year.
d) Village Signs
It was agreed that the Clerk would contact Arthur Francis Sculpture for a revised quote.
e) George V Welcome Sign
Councillor Godsell will have a look at ideas for the new sign.
f) War Memorial
The war memorial is in urgent need of cleaning. It was agreed to explore whether there is anyone who could assist with the work.
88. Internal Council Matters
a) Grass Cutting Schedule for 2026-2027
Councillor Godsell has prepared a grass cutting schedule, which she intends to discuss with the contractor. The Clerk will forward the schedule previously provided by the contractor in October to assist with budget planning.
b) Emergency Plan
It was agreed to begin work on a new Emergency Plan. Councillor Powell reported that Lincolnshire County Council had requested the use of the Village Hall as a rest centre in the event of an emergency impacting Mavis Enderby. Councillor Deal confirmed he would take responsibility for progressing this project.
c) LALC Play Equipment Safety Training
Councillor Deal will be attending the training and examination next week.
d) Adopt Online Banking Policy
e) Adopt Retention Policy
f) Review Dignity at Work Policy
g) Review Freedom of Information Policy
h) Review Grant Awarding Policy
i) Review Standing Order Policy
All policies 88 d), 88 e), 88 f), 88 g), 88 h) and 88 i) were agreed and the Clerk will update the website.
j) Review Asset Register
The asset register was agreed, subject to the inclusion of the newly installed signs
k) Review Reserves the reserves for next year were agreed.

89. To receive correspondence and note any action required
The Clerk informed the Council of an email received regarding concerns about the condition of the village. The Clerk has responded, advising the correspondent of the appropriate contacts for their concerns.
Councillor Powell read an email she had received regarding a new bench for which part funding was requested in July 2024. The correspondent has been advised that the matter will be reconsidered once a confirmed quote has been provided
