Unapproved Minutes 16 July 2026

Minutes taken by the Chair, Pam Powell, at the Parish Council Meeting of Old Bolingbroke with Hareby Parish Council, held on Thursday 16 July 2026 at 7pm in Ramsden Village Hall 

 

Present: Councillors Pam Powell (Chair),  David Makins, and Caroline Wills-Wright.

 

Also Present:  County Councillor Roberts. Two members of the public.

 

Clerk was away on holiday.

 

Meeting started at 7pm

 

1. Chair’s Welcome 

Cllr Powell welcomed everyone to the meeting. 

   

2. To note any apologies and accept valid reasons of absence

Cllr Deal sent his apologies.

 

3. Co-option for Parish Councillor

Hannah Middleton was co-opted as a Councillor and completed the Declaration of Acceptance of Office. Her signature was witnessed by Councillor Wills-Wright.

 

4. To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensations1 in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.

None Declared

 

5. To receive and approve the draft notes of the meeting held on 21 May 2026. 

It was resolved to accept the minutes as a correct record, and the Chair was authorised to sign them. 

 

6. To receive reports from the County and District councillors.

7. Councillors formally noted the current financial position:

Treasurers Account: £10,083.51

32 Day Interest Account: £16,100.27

a) Bank Reconciliation and Cashbook All financial paperwork, including the Bank Reconciliation and Cashbook, was sent to two Councillors prior to the meeting. The documents were checked, signed, and verified by those Councillors and the Clerk. Once verified, the completed paperwork was then forwarded to all Parish Councillors. It was formally resolved to accept the reconciliation and cashbook as presented. 

b) Approval of Payments Invoices and the payment schedule were circulated to Councillors ahead of the meeting via email and Docuseal. Councillor Makins signed the Docuseal authorisation. It was resolved to approve the following automated, retrospective and future payments:

Staff Costs – £910.57

Scribe – £446.40

Andy Jackson (Grass Cutting) – £525.00

Plants – £127.50

Compost – £30.00

ICO – £47.00

Bank Charges – £8.50

Zurich Insurance – £897.90

 

8. Planning Matters

Planning Town and Country Planning Act 1990.  To consider and make observations on all planning applications received and note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council.  To include those received from the date of this notice and the day of the meeting.

a) Application reference 00694/26/FUL has been received and is now being considered. There were no objections to the application

Planning Permission - Alterations to existing dwellings to provide replacement windows and doors.

b) Application reference 00125/26/FUL

Change of use of land to form enlarged garden area, extension to existing dwelling to provide additional living accommodation and erection of a cart lodge.

Approved on 24/06/2026.

 

9. Village Matters

a) To receive an update on highway matters. This was covered in Councillor Roberts report

b) To authorise the removal of the defibrillator at the Methodist Chapel and its deletion from the asset register.

It was agreed that the defibrillator should be removed from the Chapel. It was further agreed that the Parish Council should accept the offer from a resident to install the defibrillator on the wall of his property on Hagnaby Road, near the castle grounds.

After discussion, Councillors resolved to reverse their previous decision made in July 2025 and to maintain this defibrillator in its new position.

It was additionally agreed that this defibrillator should be registered on The Circuit alongside the Parish Council’s other two defibrillators.

c) Village Entry Signs Update.  The Clerk has been able to ask for the price to be capped until the autumn.  The company do not supply the posts and did not advise who could.  Councillor Roberts is trying to get someone from highways, to visit the parish to approve sitings of the signs.

d) Public/Realm/Community Area front of Gas House

Clerk wrote to the church advising that for any payment towards this seat we need them to complete a grant form this was sent 1st June and we have had no response.

e) Bench Maintenance It was resolved to seek a handyman to check and maintain the benches, a budget was agreed of about £100 per bench

f) Bradbury Land There is to be a drop-in at the Castle shed on August 3rd for residents to be able to see the plans for the land and to be able to make comments on the design. The Chair will attend this consultation on behalf of the PC.

 

10. Internal Council Matters

Wellerslaw Group LLP – The Clerk has written to them twice since the last meeting asking if our contract that we were given was for us or another Ramsden Village Hall as there was confusion in the wording.  As of yet no reply she has not received a reply.

 

11. To receive correspondence and note any action required

Mineral and Waste Parish Councillors did not have comments to this.
